In 1930 a local society of Oga set it up on the summit of Mt. Kanpu, to make the Charter Oath of Five Articles a signpost for Oga's culture. Donations came from schools, women's groups and companies, and from as far as China and Karafuto. The stone is pyroxene andesite from the mountain; the city calls it rare, with only a few in Japan.
