According to a Ministry of Land, Infrastructure, Transport and Tourism document, the Rumoi River wound widely through the lower town. To expand Rumoi Port, a new channel was cut from 1917 to 1923, sending the river to the Sea of Japan without passing through the port. The filled-in old riverbed became commercial and residential land.
