The domain hired a disciple of Siebold as physicianand opened a herb garden at the foot of Mt. Mayuyama.
In 1842, Matsudaira Tadasei, lord of the Shimabara Domain, hired Kako Saiichiro (賀来佐一郎), a physician from Buzen and a disciple of Siebold, as domain physician. Together with the retainer Iijima Yoshikado (飯島義角), work began in 1846 at the foot of Mt. Mayuyama (眉山), and the garden was completed in 1853. Stone walls enclose its roughly 10,000 square metres on three sides.
