Tenchozan is an artificial hill. In the late Edo period the wealthy Ichijima family, building a villa, had soil carried on shoulders from nearby fields in teams of five, starting in 1837; the work took five years. In the Meiji era the villa was used as Echigo-fu, the national government office for Echigo, and for a little over a year an office equivalent to a prefectural government stood here, so a Suibara Prefecture existed. The park's Echigo-fu turret is a reconstruction.

In 1746 an intendant's office was set up on the site of the Suibara fortified residence, on land held directly by the shogunate. Its jurisdiction was worth 60,000 to 100,000 koku, and its main aims were securing the tax rice, developing Fukushima-gata lagoon, and keeping watch on the Shibata and Murakami domains. It ran through 22 intendants and closed in 1868. The present building is a reconstruction of 1995.

03 / Fire-break embankments

The town was rebuilt at right angles to the wind, with earthen banks to stop the fire.

In Yasuda a strong local wind called Yasuda Dashi blows along the Agano River from spring to summer. The streets ran in the same direction as the wind, so fires never stopped. In the later 17th century the town was rebuilt at right angles to the wind, with a canal down the middle of the street, wide firebreak lanes and earthen banks to keep fire from spreading. The first character of the town's name was changed around then too.

  • Rebuilt in the later 17th century
  • Hiyokedote: city-designated site
  • Name's first character changed

  • about 40,000 people

Agano was formed in 2004 by the merger of Suibara, Yasuda, Kyogase and Sasakami, and lies about 20 km southeast of Niigata City. On a fan below the Gozu mountains, with the Agano River to the south, more than 6,500 hectares of paddies spread out. From spring to summer a strong southeasterly wind called Dashi sweeps across the surface of the river. The city's gateway is Suibara Station on the JR Uetsu Line.
