Tsugawa was the western gateway of the Aizu domain. Rice, lacquerware and other goods from Aizu were loaded onto boats here and sent to Niigata along the Agano River. At the main wharf, 100 porters worked, and in the Meiji era a new landing was built 90 m downstream. The site lies near the old Kirin Bridge.

Byodo-ji is said to have been built in 995 by Taira no Koremochi to enshrine a golden Yakushi image he found in a river, but the town says the founding cannot be confirmed. The present hall is thatched, three bays by four, with a hip roof and a gable-side entrance. It was designated an Important Cultural Property in 1923. The interior is closed to the public.
