Tsubame was formed on 20 March 2006 by the merger of the former city of Tsubame and the towns of Yoshida and Bunsui. Yoshida, formed in 1954 by the merger of Yoshida, Yonozu and Aozu, took its name from the idea of growing rice and millet in a good field; Bunsui was named in praise of the Ohkouzu Diversion Channel. Gogoan on Mount Kugami is part of a prefecture-designated historic site, Ryokan Shugyochi. The city's gateway is Minami-Yoshida Station on the JR Echigo Line.
