In 1889, under the new town and village system, the three villages of Shimofuro, Ikokuma and Hebiura merged. Taking the characters for wind, between and bay from each gave Kazamaura. The tourism portal Shimokita Yukaimura says Ikokuma is said to derive from a phrase meaning "foreign cove".
