A hot spring was found on the right bank of the Mukogawa in 1884 and Takarazuka Onsen opened in 1887. In the last years of Meiji, Kobayashi Ichizo and others brought the railway now called the Hankyu Takarazuka Line and opened a new spa on the left bank. There, in 1914, the Takarazuka Girls' Revue was born.

Takarazuka is one of Japan's three great nursery districts, with Kurume in Fukuoka and Kawaguchi in Saitama. The Yamamoto district within it is called the birthplace of Japanese horticulture, with about a thousand years behind it, and the trade grew in earnest from the later 17th century.

Osamu Tezuka spent about twenty years in Takarazuka, from the age of five to twenty-four. The city opened the Osamu Tezuka Manga Museum in 1994; by its twentieth anniversary in August 2014 it had taken 3.5 million visitors. It stands in Mukogawa-cho, next to the Grand Theater.
